Mayor & City Council
Hartsville City Council serves as the legislative body governing the City of Hartsville. It is composed of the Mayor, elected at-large, and six Councilmembers, each elected from single-member districts.
The City Council holds its regular meetings on the second Tuesday of each month at 5:30 p.m. These meetings take place in the Council Chambers, located on the first floor of City Hall at 100 E. Carolina Avenue.
For special meetings, the City provides a minimum of 24 hours' notice. Agendas are posted in the alcove outside the Council Chambers for public access.

A Hartsville, South Carolina native, Mayor Hancock is a fourth-generation small business owner and co-founder of Wild Heart Brewing Company, the city's first brewery.
After earning a Bachelor of Science in Polymer and Textile Chemistry from Clemson University, he returned to Hartsville to work as a research and development chemist at Sonoco, where he spent nearly a decade.
His dedication to the community is reflected in his extensive civic involvement. He has served as a Board Member of the Hartsville Downtown Development Association, President of Hartsville Young Professionals, Board Member of Main Street Hartsville, Chair of the Hartsville Planning Commission, and Trustee of The Byerly Foundation. In 2021, he was elected Mayor of Hartsville.
