Planning and Zoning Department – City of Hartsville

The Planning and Zoning Department develops and implements strategies to enhance and preserve Hartsville’s quality of life. By promoting orderly and controlled development, the department ensures the city’s current and future needs are met. Responsibilities include:

• Managing zoning regulations and permit issuance
• Overseeing annexations
• Developing the Comprehensive Plan in coordination with the Planning Commission
• Ensuring construction and renovation projects comply with state guidelines, ICC standards, land use ordinances, and local regulations

Comprehensive Plan – Hartsville Vision 2030

2025 Hartsville Master Plan

Hartsville is moving forward, and the 2025 Master Plan serves as our strategic guide for smart, sustainable, and inclusive growth over the next decade. Built around four key priorities, this plan ensures balanced development across all neighborhoods.
